Library Staff Performance Agreements
University Librarian - Dr. Fredrick Kiwuwa LugyaIn an era when everything we know about how libraries and information institutions are created, developed and managed is in a flux - characterized by information-seeking behaviors, scholarly communications, information technology, pedagogical practices, interdisciplinary approaches to scholarship, the global economic downturn, as well as Covid-19 pandemic, Busitema University Library (BUL) must be distinguished by the scope and quality of its service programmes. The development of a distinctive library service – dubbed “Distinctive Signifier of Excellence” requires setting a vision, strategic planning, and professional expertise - in the same way - and by its nature as a multi-campus university - the manner in which Busitema Library will demonstrate excellence will be distinctive to the users' service needs and how uniquely the needs are modelled and addressed at each campus.
The challenge currently facing Busitema University Library system, and in the coming years will be to more thoughtfully engage the question of:
- what array of services our academic staff, graduate and undergraduate students, and the communities should expect to find in a 21st Century Academic Library challenged by the Covid-19 era; and
- how a focus on services and programmes as “distinctive signifiers of excellence” can help the library to promote a community of practice inclusive of the needs of all Campus Libraries.
Posed by the challenges and prospects of ‘signifying excellence @ Busitema University Library’, the Performance Agreement of the University Librarian addresses the following questions:
- what is the current state of the libraries @ Busitema University Library?
- what "distinctive" library services will support the University’s ODeL strategy?
- what actionable steps needed to transform Busitema University Library into a 21st Century Academic Library, and
- what would make Busitema University Library a “distinctive signifier of excellence”.

Campus Librarians Performance Agreements
The Performance Agreement for each of the Campus Librarian is developed in line with Busitema University Library Strategic Plan to achieve the Busitema University Library goals, including:
- Promoting access to and discovery of library content and collections;
- Supporting teaching and learning programs;
- Expanding Busitema university library collections;
- Sustaining partnerships and collaborations;
- Promoting innovation; as well as
- Building a robust assessment Programme for library staff
In meeting the University Library goals, several interventions are designed that meet with the information seeking behaviors and needs of the uses of the respective Campus libraries. The Campus Libraries have planned to stock, process and catalogue all the collections; create subject guides and electronic reserves; digitize students’ research reports and provide access points to specialized e-resources collections. The Campus Librarians will participate in the development of information competence and management courses and other instructional courses for both undergraduate and graduate students. The Campus Libraries shall conduct user trainings in digital scholarly applications as well as reference/ citation management tools.
Effort shall be made to create access points for all collections especially open access digital material and will participate in the activities of the professional bodies like CUUL, IFLA etc.; design and implement community service and outreach activities; updating the Campus library websites; contribute to writing grant funding proposals and consultancy as well as providing overhead at the Campus.
